Do I need a licence for my Leeds HMO?
Leeds runs three regimes at once, and which applies depends on your exact address.
Mandatory licensing applies city-wide to any HMO with five or more occupants in two or more households sharing facilities.
Additional licensing covers smaller HMOs — three or four occupants — in the student belt around Headingley, Hyde Park and Burley, and separately in Beeston, Harehills and Chapeltown.
Selective licensing was expanded on 9 February 2026 for five years, covering roughly 12,500 privately rented properties across parts of Armley, Beeston and Holbeck, Burmantofts and Richmond Hill, Farnley and Wortley, Gipton and Harehills, and Hunslet and Riverside. This one applies to all private rentals in the designated area, including ordinary single lets. Buy a property there and you have 14 days to apply.
Boundaries run street by street, not by ward name. Check the address, not the area. Letting an unlicensed licensable property is a criminal offence carrying an unlimited fine on prosecution or a civil penalty of up to £40,000.
