HMO management in Leeds
Leyo Lettings manages HMOs in Leeds for landlords who want an agent that runs its own. We own and manage shared houses in west and south Leeds — in Armley, Wortley, Farnley and Bramley — and we manage student and professional house shares for other landlords across the city. Our fees are published in full, and there is no VAT to add.
Leeds runs three licensing schemes at once and an Article 4 direction over the student belt, and which of them touches your house depends on the exact street, not the postcode district or the ward. This page covers what a Leeds HMO landlord actually has to deal with, and what we do about each part.
What a Leeds HMO landlord has to get right
Licensing — three schemes. Mandatory licensing applies city-wide to any property with five or more occupants from two or more households. Additional licensing covers three and four person HMOs in the student areas around Headingley, Hyde Park and Burley, and separately in Beeston, Harehills and Chapeltown. Selective licensing, expanded on 9 February 2026 for five years, applies to every private rental — HMO or not — in designated parts of Armley, Beeston and Holbeck, Burmantofts and Richmond Hill, Farnley and Wortley, Gipton and Harehills, and Hunslet and Riverside. The selective boundary runs street by street and does not follow ward lines, which is why we check it against the council's own boundary data rather than the area name. Type a postcode into our licence checker, or read the full Leeds licensing guide. A Leeds HMO licence currently costs £1,100 applied for online; we are accredited under the Leeds Rental Standard and will tell you if the reduced fee applies to your application.
Planning and Article 4. Leeds' Article 4 direction covers the student areas, where converting a family house to a small HMO needs planning permission. Large parts of Leeds sit outside it. Our own LS12 and LS13 conversions were permitted development with no planning application needed, and we will tell you on day one which side of the line your house falls. Where consent is needed, we handle the application.
Fire safety. A licensed Leeds HMO needs a tested fire alarm system and emergency lighting, fire doors that close, and a current fire risk assessment, and the council inspects. On the houses we manage a fire inspector attends every six months, separately from our own inspections, and fire doors are checked at every inspection visit. Certificate and licence dates sit on a compliance calendar so renewals are booked before anything lapses.
How we run Leeds HMOs
Student houses in Leeds let on a single joint tenancy starting in July, with a UK guarantor for each tenant and a £450 deposit per person. Rooms are advertised bills-inclusive and we run the bills package — gas, electricity, water, Virgin Media broadband with a 24-hour helpline, and the TV licence — with a fair usage clause and smart-meter monitoring behind it. Students are exempt from council tax.
Professional house shares let room by room on individual tenancies, bills included, with a £300 deposit, a monthly clean of the shared areas, and a two-month notice period when someone moves on. Our houses have Yale keypad locks, so no lockouts and no lock changes between tenants, and Inspire smart heating so the house stays warm on a schedule without the bills running away.
Across both, the management fee is 10% of the rent collected, charged on the room rent excluding bills, and letting a room is £150 all in. Certificates, the bills package and licence applications are on the fees page, with nothing held back for a quote.

Keeping Leeds rooms let
Empty rooms are what cost HMO landlords money. Student houses are let for the following July from the autumn before, so we market them as soon as current tenants confirm their plans. Professional rooms turn over through the year; we keep a register of people looking for a room, photograph and 3D-tour the houses properly, and re-let a room while the outgoing tenant is still there where we can. Our own Leeds houses run on exactly the same system as the ones we manage for others.
Buying or converting in Leeds?
Before you commit to a Leeds house as an HMO, we will tell you whether it sits inside Article 4, which licence it will need, whether the selective licensing boundary catches it, and what it should let for. Our free property review does the desk research — listing, licensing registers, planning history, local comparables — and we only visit if it is worth pursuing.

Questions Leeds HMO landlords ask us
Which licence does my Leeds HMO need?
Five or more occupants from two or more households: a mandatory HMO licence, anywhere in Leeds. Three or four occupants: an additional licence if the house is in the Headingley, Hyde Park and Burley area or in Beeston, Harehills or Chapeltown. Any private rental inside the selective licensing boundary needs a selective licence unless it already holds an HMO licence. Our licence checker tests the postcode against the council's own boundary.
My house is in a selective licensing ward — does that mean it needs a licence?
Not necessarily. The designation covers parts of six wards, not whole wards, and the line runs street by street. Two houses in the same postcode district can fall on different sides of it. Check the address, not the area.
Do I need planning permission for an HMO in Leeds?
Inside the Article 4 area — the student belt around Headingley, Hyde Park and Burley — yes. Outside it, a conversion to a small HMO is usually permitted development, which is how our own west Leeds houses were converted. Larger HMOs need planning everywhere. We confirm the position before you buy or build.
Can I let my Leeds HMO with bills included?
Yes, and in Leeds a room advertised without bills competes badly against the one next door that has them. We hold and pay the utility accounts, monitor usage, and agree your room rate with you excluding bills, so our fee is never charged on the bills element. How it works is on the fees page.
What does HMO management cost in Leeds?
10% of the rent collected, with no VAT to add, plus £150 per room when we let one. Licence applications are £350 plus the council fee. Everything else is published on our fees page.
