HMO management in York

Leyo Lettings manages HMOs in York for landlords who want someone who has done it themselves. We own and run our own shared houses in York — our first was a terrace bought in 2016 that is now a seven-bed licensed HMO — and we manage student and professional house shares for other landlords across the city. Our fees are published in full, and there is no VAT to add.

York is the harder of our two cities to get right. Almost all of it sits under an Article 4 direction, additional licensing covers eight wards, and the council has been looking closely at three and four person professional shares. This page covers what a York HMO landlord actually has to deal with, and what we do about each part.

What a York HMO landlord has to get right

Three things decide whether a York HMO runs quietly or becomes a problem: the planning position, the licence, and the fire safety record. We check all three before we take a property on, and we tell you plainly if one of them needs fixing first.

Planning and Article 4. York's Article 4 direction has been in place since 2012 and covers nearly the whole city, so turning a family house into a small HMO needs planning permission rather than happening under permitted development. Consent is tested on density and on four practical points: adequate living space, bin storage, cycle storage and parking. Many York houses have been let as shares for years without ever going through planning; for those, a certificate of lawfulness is often the route to a compliant position. We have taken York properties through planning in recent years, and we assess whether a house is likely to pass before anyone spends money on an application. Read more on our York HMO planning permission page.

Licensing. Mandatory licensing applies to any York property with five or more occupants from two or more households. Additional licensing has applied since April 2023 to three and four person HMOs in eight wards — Clifton, Fishergate, Fulford and Heslington, Guildhall, Heworth, Hull Road, Micklegate, and Osbaldwick and Derwent — and runs to March 2028. Ward edges are irregular, so we check the address rather than the area. Type a postcode into our licence checker to see where a property stands, or read the full York licensing guide. York does not run a selective licensing scheme.

Fire safety. A licensed HMO in York needs a fire alarm system and emergency lighting that are tested and certificated, fire doors that close properly, and an up-to-date fire risk assessment. On the houses we manage a fire inspector attends every six months, separately from our own inspections, and we check fire doors as part of each inspection visit. Certificate dates are tracked on a compliance calendar so nothing lapses.

How we run York HMOs

We manage student houses and professional house shares differently, because the tenants want different things.

Student houses in York let on a single joint tenancy starting in July, with a UK guarantor for each tenant and a £450 deposit per person. Rooms are advertised bills-inclusive, which students expect, and we run the bills package ourselves — gas, electricity, water, Virgin Media broadband with a 24-hour helpline, and the TV licence — with a fair usage clause and smart-meter monitoring behind it. Students are exempt from council tax, which keeps that side simple.

Professional house shares let room by room on individual tenancies, bills included, with a £300 deposit, a monthly clean of the shared areas, and a two-month notice period when someone moves on. We fit Yale keypad locks so there are no lockouts and no lock changes between tenants, and Inspire smart heating so the house is warm on a schedule without the bills running away.

Across both, the management fee is 10% of the rent collected, charged on the room rent excluding bills, and letting a room is £150 all in. Everything else — certificates, the bills package, planning work — is on the fees page, with nothing held back for a quote.

What rooms let for in York

  • Student rooms: £170 to £220 per week, bills included
  • Professional en-suite rooms: £650 to £850 per month, bills included
  • Professional rooms with a shared bathroom: £500 to £750 per month, bills included
  • Our managed houses run on bills-inclusive rents with a monthly cleaner (professional shares), superfast broadband and smart heating.

Keeping York rooms let

Void rooms are what cost HMO landlords money, and York's two markets fill at different times. Student houses are let for the following July from the autumn before, and we start marketing them as soon as current tenants confirm their plans. Professional rooms turn over through the year, so we keep a register of people looking for a room, photograph and 3D-tour the houses properly, and re-let a room while the outgoing tenant is still in it where we can. Our own York houses are on the same system as the ones we manage for others.

Thinking of buying or converting in York?

Before you commit to a York house as an HMO, we will tell you whether it is likely to get planning, whether it will need a licence, and what it should let for. Our free property review does the desk research — listing, planning history, licensing position, local comparables — and we only visit if it is worth pursuing. Where planning is live, that feeds into a £250 planning assessment, credited against a full application if you go ahead.

Questions York HMO landlords ask us

Do I need planning permission for an HMO in York?

In most of York, yes. The Article 4 direction removes the permitted development right that would otherwise let a house become a small HMO, so a change of use application is needed. Houses that have operated as HMOs for long enough may be able to apply for a certificate of lawfulness instead. We assess which applies before you spend anything.

Does a three-bed house let to three professionals need a licence in York?

If it is in one of the eight additional licensing wards, yes — three unrelated people are three households, so it is a licensable HMO even though nobody would call it a student house. Outside those wards a three or four person share does not currently need a licence, though it may still need planning permission. Check the address with our licence checker.

Do you manage student houses as well as professional shares?

Both. Student houses in York let on a joint tenancy from July with guarantors; professional shares let room by room on individual tenancies. The service is the same; the paperwork and the marketing calendar are different.

Can I let my York HMO with bills included?

Yes, and we recommend it — that is how the rooms around yours are advertised. We hold and pay the utility accounts, monitor usage, and agree your room rate with you excluding bills, so our fee is never charged on the bills element. How it works is set out on the fees page.

What does HMO management cost in York?

10% of the rent collected, with no VAT to add, plus £150 per room when we let one. Certificates, the bills package and planning work are priced separately and published in full on our fees page.
